2026 Annuel Report – Climate Risks : France must face up its responsibilities

06.11.2026

The High Council on Climate (HCC) publishes its eighth annual report. Following two heatwaves in May and June 2026, and a sharp rise in oil and gas prices, the HCC emphasizes the urgent need to scale up climate policies to protect the French population from climate change and dependence on fossil fuels.

To enable France to meet its carbon neutrality targets and protect its population, the report sets out recommendations to strengthen the effectiveness of existing climate policies, alongside strategic policy guidelines for a new generation of public policies to drive climate action towards 2030–2035.
