The High Council on Climate (HCC) is an independent body established by the Decree of 14 May 2019. It is tasked with issuing advice and recommendations to the Government on the implementation of public measures and policies to reduce France's greenhouse gas emissions, in keeping with its international pledges – in particular the Paris Agreement and target to achieve carbon neutrality by 2050. Its purpose is to provide independent, neutral insights on government policy and its socio-economic and environmental impacts. Chaired by French-Canadian climate scientist Corinne Le Quéré, it is made up of thirteen members selected for their expertise in the fields of climate science, economics, agronomy and the energy transition.
