2025 Annual Report – “Reviving climate action in response to growing impacts and weakened governance”

The High Council on Climate publishes its 7th annual report on France’s climate action, the effectiveness of its policies, and their consistency with the greenhouse gas emissions reduction trajectory. As climate governance weakens and the impacts of climate change worsen, the High Council on Climate calls for a renewed effort to revive climate action in France.
